!Stat Generation

Ability scores are generated for new characters using either a 25-point point-buy or random rolls. For random rolls use the standard 4d6 method to roll two sets of stats and pick whichever you like more. If the total modifier for a rolled set is equal to or less than zero or your highest stat is 13 the set is rerolled. If the total cost to point-buy a rolled set is less than 25 points it may be rerolled '''once'''. Once you decide to roll your stats you cannot later decide to use the point-buy method instead.

!Hit Points

Take the maximum number of hit points for your class at level one. Each subsequent level's hit points are generated by rolling the appropriate hit die for your class twice and dropping the lowest roll. If the highest die is a "1" both may be rerolled.

!Classes, Feats, Spells, and Prestige Classes

Classes, Feats, Spells, and Prestige classes may be selected from any of the following books, with one caveat: anything specific to a published campaign is almost certainly unavailable. !Background
An avid fan of music and composition from an early age, Dael was eager to make his leave from home and study abroad at the College of the Laughing Song in Obsidian Bay. His father had been teaching there well before Dael was born and hoped that his son would one day follow in his footsteps.

In his early years at the college, Dael surpassed his classes in terms of sheer skill and charm. His performance was captivating to the point of magical. Elders quickly sought Dael and provided him a path to hone his skills and teach him the ways of the bard. His master, Ealis Sead, was quick to tap the pure potential that Deal possessed.

After only a few months of schooling, the college was contacted by an organization, [[The Conservatory of the Ineffable Chord|The Conservatory of the Ineffable Chord]], located across the ocean to the east. They had heard of Dael's skill and requested that he applied to the Conservatory and make better use of what he already seemed to perfect.

Dael was reluctant, but his elder's assured him that the Ineffable Chord was one of the finest institutes for gifted musicians and it would be foolish to ignore such a request. With that, Dael set off across the sea to continue his path of Bardic Knowledge. His audition was perfect, so much so that his acceptance into the college also included starting at the rank of Minstrel. This was one level higher than the starting rank of Troubadour, which was considered nothing more than street rabble.

Expanding his knowledge, Dael's studies included a course to build his strong personality. He had shown a very effective way with words, being able to spin tales and sway individuals with a quick turn of phrase. His diplomatic capabilities were astounding as such a young age, but were highly regarded and encouraged by his elders.

After his second year had ended, Dael would begin field training with his primary master, Tirith Paren, an elf who was considered one of the top bard's the Chord had ever produced. Dael quickly learned that his trials would be more than just penning powerful pieces and styling stupendous solos, but also seeking out knowledge and lore from the depths and end's of the earth.

Dael's thirst for knowledge grew as time past, his ability to seek out lore and the arcane grew. He developed fine swordsmanship with the rapier and had a cunning eye at the bow. Although his skills were sharp, his wisdom may not have been. It was Dael's fortune that was able to get himself out of pickle's almost as quick as he got into them.

The search for knowledge carried Dael across the lands, learning more as he adventured with bands of smaller raiders looking for treasure and adventure. Usually Dael would seek such individual's out, expressing knowledge in area's and swaying men with his charismatic personality. He was a born leader, and now he was leading small teams into the beginning of his life of adventure.

After a few years of minute success, Dael was contacted by the Conservatory to travel north to the Arcea, the largest island in the Arcean Archipelago. There, the Chord has a sub-campus that would be holding a festival that would be attracting many from around the region. Dael was asked to play as this event as a part of the school's display of upcoming talent that the Chord had produced.

Standard rules for dying, being dead, and resurrecting apply. The party may loot your corpse, even if they plan on resurrecting you later.

!New characters

If your character dies and cannot be resurrected (or you choose to stay dead) you may immediately roll a new character and join the party. Downtime in these cases will be pretty minimal; I'll figure out a way to get you back in as quickly as possible.

!Options for starting over

You have two options for starting a new character: rolling fresh stats using the [[standard method|Character Creation Rules]] or keeping your old, rolled stats. If you choose to keep your old stats you start one level lower than your previous character. You also suck. If you choose to roll new stats you start at the same level as your previous character. In both cases you begin play with the base amount of xp for your level.

!NPC relationships

NPC relationships are broken upon death unless you decide to make a skin suit out of your old character. They'd probably still notice the smell, though.

!Equipment

Surviving party members are free to scavenge whatever they'd like from the dead. Looted equipment can be kept, sold, or given away. The one exception is that surviving party members can't "hold" your equipment for you and hand it over to your new character. Unless you have a good reason (hint: there's almost never going to be a good reason) you cannot give an old character's equipment to that player's new character.

!Party Death

If the entire party dies and cannot be resurrected everyone must [[start fresh|Character Creation Rules]]. You all begin with new characters one level lower than your previous characters with base xp for that level. New stats must be rolled. All ties to your previous characters, including fancy equipment or beneficial NPC relationships, are lost. Game over. You all suck.

Some bards are exceptional performers; others are great composers. Members of this college are both. Students of music everywhere dream of studying at the Conservatory of the Ineffable Chord, for it is said that its teachers write songs too moving to sing and play notes too sweet to hear.

!Area of Study
Music composition and performance are the twin passions of this college's members, and its ranks include masters of every conceivable instrument and musical style. Recently, the college has also begun to accept members who specialize in the recitation of epic poems, although many of the musicians don't consider such performers "real" members.

!Organization
The Conservatory of the Ineffable Chord awards five ranks of expertise: troubadour, minstrel, muse, maestro, and virtuoso. New members enter at the troubadour level. They quickly discover, however, that Conservatory members are very status-conscious, and most consider troubadours little better than street rabble. Moving up to the next rank is as simple as passing an audition before higher-ranking conservatory members. A successful Perform check at the appropriate level (DC 30 for minstrel, 35 for muse, 40 for maestro, or 45 for virtuoso) earns a promotion to that rank. Members may not skip ranks, though there is no minimum amount of time they must spend at any level before auditioning for the next. Members of the college can audition once per year in each city where the Conservatory maintains a campus, so failure on any one of the above skill checks usually means more practice and a long journey. Conservatory members who've retired from active composition and performance serve as instructional staff for the college's campuses in return for sizable stipends. Most of these teachers live on campus.

!Activities
Every troubadour must study both composition and performance. A bard who is accomplished at the lute but unable to pen his own songs is quickly shown the door, as is a songwriting prodigy who can't sing like an angel. Most members eventually discover that composition studies improve their playing and singing, and the hours they spend practicing for performances sometimes inspire new songs.

!Distinctions
The Conservatory's motto is "In harmony with the primal rhythm." Members wear amber robes trimmed with a second color that reflects rank: white for troubadours, gray for minstrels, dark blue for muses, silver for maestros, and gold for virtuosos.

!Admission
Anyone who pays the 100-gp testing fee can audition for entrance. A successful Perform check (DC 25) earns entrance to the Conservatory at troubadour level. Those who fail the audition can try again after one year.

!Membership Benefits
Members can lodge free of charge at any Conservatory campus for as long as they wish. Most use this privilege to save the price of a room at the inn while they study or collaborate with other musicians. In addition, nearly every campus has a concert hall that members can reserve for their own performances-again at no charge. Maestros and virtuosos have access to the conservatory's collection of magic instruments, famous odes and ballads, and bits of musical lore. Rumor has it that they also have access to "eldritch songs"—compositions of surpassing power and magic.

!Dues
Each member who holds a concert within a city that has a Conservatory campus must donate 10% of the proceeds to the college.

!Relations
The Conservatory of the Ineffable Chord maintains good relations with all the other bardic colleges. The public at large admires Conservatory members because of their performance skills, though some traveling bards regard them as unbelievably "snooty."

!Amber & Blood
Much of the city's true bardic power lies in the college's alumni, who have formed the Amber & Blood Society. Named for the Conservatory's colors, the exclusive society is made up almost entirely of graduates of the Ineffable Chord and counts nearly 130 individuals among its ranks. A handful of these are non-graduates given honorary degrees by the college specifically so that they could be inducted into the Society. Many of the city's sages have intimated that the Society's secretive club house on the College's campus is home to ancient lore handed down through countless generations and finally set down in ink by the Society. Also rumored to be locked away are musical instruments capable of producing powerful magical effects, as well as other, more sinister relics recovered by the Society and locked away for safety.

Westway is a port town located on the west coast of [[Arcea|Arcea]] in the shadow of the [[Hammerpeak Mountains|Hammerpeak Mountain Range]]. Westway sits at the mouth of the [[Hammercrest River|Hammercrest River]], making it the primary departure point for ore mined in the Hammerpeaks and transported downstream. Because of its importance to the local economy Westway is the largest and most populous of the seven towns located on the windward side of the Hammerpeaks. Due to the difficulty and danger involved in crossing the mountains, almost all trade for the region is conducted at Westway's port.

!History

Westway existed as a small, indigenous river farming community well over a century prior to the arrival of mainland settlers from [[Arcum|Arcum]]. At the time Westway was primarily populated by humans, although numerous records exist indicating peaceful relations with a number of non-human communities that have since left the area. There additionally exists a small amount of evidence that Westway may have conducted limited river trade with a Dwarven civilization that Arcum scholars believe may have occupied the Hammerpeaks for some time.

Westway's annexation into the [[Republic of Arcum|Republic of Arcum]] was completed a number of years after the start of mining operations in the Hammerpeaks. The difficulty and danger involved in moving large amounts of ore through the mountains over land combined with the distances to other major Arcean ports necessitated a more expedient method of export. Westway's location along the Hammercrest River, which drains a number of tributaries in the Hammerpeak Mountains, made it ideal for this purpose. In exchange for a fairly high degree of autonomy, the Council of Westway agreed to pay a sizable annual tribute to Arcum.

Since its annexation, Westway has transformed from a small farming hamlet into a bustling trade port and the only departure point for ore mined in the Hammerpeaks and bound for export.

!Region

Westway is located on the western coast of Arcea, along the Hammercrest river. The city is a mere eight miles west of the Hammerpeak Mountains. The mountains effectively cut the 45 mile region of coastline around Westway off from the eastern portion of Arcea, requiring travelers to either journey by sea or make the dangerous and laborious trip across the mountains themselves. The Hammerpeaks have the additional effect of trapping moisture along the the small strip of coast to their west, making the immediate area around Westway a fairly damp and dismal place with frequent, sometimes severe, flooding of the Hammercrest being a common occurrence. The terrain consists primarily of temperate, broad leaf rain forests and swamps.

In addition to Westway, six relatively small communities exist in the region. Each is built either along the Hammercrest itself or one of its tributaries. Three of these towns are nestled at the base of the Hammerpeak mountains where they serve as way stations for cargo being transported down from the mountains. Although each of these communities is self-governed and independent, informally they bow to the will of the Westway Council and Trade Guilds. This informal relationship is beneficial to both parties as Westway is able to use its influence with the Senate of Arcum to shield the smaller communities from annexation.

Numerous bandit gangs also call the forests around Westway their home, although they rarely make their presence felt too close to the city. These bandits carve out a living by raiding upstream cargo bound for the smaller settlements, but rarely attack downstream ore shipments as the Trade Guild's response is often swift and brutal. Westway's city guard infrequently makes river sweeps, but such patrols generally have little or no impact on the raids.

The Orc and Goblin tribes found both in the forest and the Hammerpeak Mountains pose a more serious threat. Their exact numbers are unknown, but there are persistent rumors in Westway of an [[Imperial Arcuman Expedition|Imperial Expedition]] report advising that three or more [[Imperial Arcuman Legion|Legions]] would be to required to fully contain the threat. Thankfully attacks are infrequent as the Orc tribes are often too busy warring amongst themselves to mount any sort of consolidated offensive. A few tribes will occasionally intercept ore shipments, but the Guilds generally tolerate this is an attempt to keep the more ambitious tribes appeased.

!Government

Westway has always been governed by a relatively small Town Council. Prior to its annexation the Council of Westway consisted of between five and ten community elders chosen by lottery. During annexation negotiations the [[Senate of Arcum|Senate of Arcum]] insisted on a more formal election method to better facilitate future relations. The then sitting council agreed to a new council of ten members, with five seats rotating between fifteen established Westway families and five seats awarded by popular vote. This system survives today, although an additional five seats were later added with each one being held by a representative of one the five major [[Westway Trade Guilds|Westway Trade Guilds]]. Each of the fifteen seats is held for life.

The Town Council, also known as the Council of Westway, the Council of Fifteen, or simply The Fifteen, conducts the majority of Westway's day-to-day business. Formally all business must be approved by majority vote, informally each Councilmember is responsible for one aspect of city operations and generally conducts business within his domain without interference from the other fourteen. Major policy decisions still pass before the entire council, but in practice each Councilmember has enough sway over his sphere of influence to insure that related policy decisions almost always go his way.

In addition to the Council, an Imperial Magistrate from Arcum has been present at Westway since its annexation into the Republic. Magistrates generally serve in Westway for ten years before being replaced or reassigned, although many have chosen to remain in the town. Most who stay join one of the Trade Guilds or otherwise find their way into positions of power and influence. Officially, the magistrate speaks to the will of the Senate of Arcum, but Westway's high degree of autonomy means his primary duty is simply to insure that Arcum receives the proper annual tribute from the Council. It's common knowledge within Westway, however, that most magistrates are not terribly opposed to underreporting annual trade revenue given proper motivation.

!Economy

Westway's status as a major center of Arcean trade flows entirely from its position at the mouth of the Hammercrest River. The Hammercrest originates high in the Hammerpeak mountains and drains a number of tributaries that flow down both from the mountains and the countryside to their west. The Hammerpeaks are rich in a variety of ores, but travel across them by land is both difficult and dangerous, making transportation to the more heavily populated eastern side of Arcea unrealistic. The Hammercrest provides a convenient solution, allowing miners to transport their goods only a short distance by land before moving them downstream. As a result, Westway has a bustling river port often crowded with river barges laden with valuable ore from the hundreds of mining operations in the Hammerpeaks.

Since Westway itself isn't a particularly major consumer of ore, it instead makes use of its position along the western coast of Arcea to serve as a center for export. Its ideal position on the Hammercrest and the coast has made Westway not only one of the busiest seaports on Arcea, but also one of the richest seaports in the Republic. The difficulty involved in crossing the mountains by land additionally allows Westway to act as a vital import location for the nearby communities on the western side of the Hammerpeaks and for the mining operations themselves. Goods imported from elsewhere in Arcea and overseas are consumed by Westway citizens and sold upriver to nearby towns and miners.

At the center of these operations are Westway's five Trade Guilds. The guilds were originally local chapters of powerful Arcuman collegia, but their extreme distance from Arcum led them to eventually break ties and become independent organizations. The five major guilds tightly control the operations of both Westway's sea and river ports as well as the majority of mining operations in the Hammerpeaks. Since each guild elects a representative to serve on the Council of Fifteen they hold a great deal of sway over the government of Westway as well.

Westway's garrison consists entirely of locally recruited and trained soldiers and numbers less than 100 full-time guards. An additional 500 or so militiamen can be raised in an emergency, but these reserve soldiers are poorly trained and poorly equipped. Despite its importance as a trade center, the Council has fiercely refused offers by the Senate of Arcum to assign a full Legion of soldiers to the city.

Although the city itself is not walled, the much smaller Council District near the center is protected by fairly sturdy wooden palisades. Twenty additional elite city guards defend the Council District.
